This paper aims to make a contribution to the analysis of the role of national regions in the formulation of foreign policy and their potential for articulation with regions of neighboring countries for these purposes, within the framework of the transformations suffered by the international system and of Latin American political strategies to face its negative consequences. By highlighting the potential for external articulation of the regions, specifically with their counterparts in neighboring countries, it seeks to offer some elements of judgment to include the issue of the participation of the regions in the Latin American debate on the strategies of political concertation, as mechanisms to achieve a growth recovery at historical rates and an improvement in the margins of autonomy and international negotiation.
