The so-called "digital divide" is a broad term that starts from a common base resulting from the absence of access to information in the context of the Net. Latin America faces a new situation within the so-called "Global Network Society", which we can characterize it as a positioning within the Global Information Society. This new situation, and by focusing on the motivating element of the analyzes that make up the body of this edition, truly represents the present threat of a new form of international marginalization, at the same time as a future challenge, strong, urgent, essential , to reverse it. In this work, some elements that support these initial statements are analyzed.
