Taking foreign policy as a public policy, it is necessary to submit it to processes of analysis and reflection on its structuring criteria. In Latin America, foreign policy must adapt to changes in the international scenario and be done in a more integrated way, for which the role of foreign ministries must be reviewed and based on the guidelines of the respective national projects. Considering all of the above, this work focuses on the aspect of foreign policy objectives. The basic approaches to the objectives are discussed first and then the steps in determining them. It also raises the relevance of the identification of priority objectives and the analysis of options, that is, the specific courses of action to achieve them. Finally, it is concluded that given the usefulness of policy analysis and reflection exercises, it is important to include specialists in this type of task in foreign relations bureaucracies.
