Abstract

The United Nations Observer Group for Central America (ONUCA) is the culmination of the United Nations' permanent concern for the Central American region and is framed within the various peacekeeping mechanisms and initiatives to resolve the conflict. The peculiarities of the Central American case led the organization to make innovations in terms of its function of maintaining peace and security. This paper analyzes these innovations and the mandate of ONUCA, specifying its new modalities and their consequences. At the same time, it emphasizes the importance of the active participation of the Secretary General in the entire process and explains the operational structure of the mechanism.
