The paper critically reviews the procedural itinerary of the application of measures to protect the rights of children. At the beginning a characterization of the procedure is formulated and a concept of protection measures is proposed. Then, six categories of analysis of the procedural itinerary are proposed, which, based on the positive regulations, help to understand how a decision-making process is structured in the protection field: 1. Initiation of the procedure; 2. Precautionary measures; 3. Diagnosis; 4. Evidence; 5. Decision and referral; and 6. Control of the execution of the measure of protection decreed.
